Go to Settings > Campaign options > Show rates as 'basic pay + holiday pay (not incl. freelance)
If this is ticked, all rates in the staffarea will be shown as Basic pay + Holiday pay.
If you allow staff to register as freelance via Settings > Staff registration > Allow freelancers to register then the rates for these staff will not change to Basic pay + Holiday pay for staff who have marked themselves as 'Freelance' on registration.
