This might be the case as only bookable staff can be added to Profile Cards.
Each staff member within your system is assigned a staff status. To see a list of your staff statuses go to Settings > Staff options > Staff statuses > Edit to see the full list. Also, see this main article: Staff statuses
Each status has an option to Allow booking, allowing you to book staff within this status onto shifts. If this is not allowed then you also cannot allocate staff within this status onto Profile Cards.
